Noel leads the Alliance’s collective advocacy and capacity building. Drawing heavily on her more than seven years of experience with Global South communities, she led the collective advocacy of Alliance members to secure the sustainable development goal on equitable, quality, inclusive education for all. As a former educator and trainer, she leads Women Thrive's Raise Your Voice capacity-building program, providing in-person training, online courses, and one-on-one coaching that has improved the institutional sustainability and advocacy skills of more than 150 organizations.
Prior to joining Women Thrive, Noel served with the Peace Corps in Indonesia, where she helped to reopen and expand the program after a 45-year closure and worked with teachers and youth to create communities of practice and raise their voices to local and national decision-makers. She has also worked with the Turkish Education Consultancy in Istanbul, Turkey and human rights NGO RADDHO in Dakar, Senegal.
Noel holds Bachelor's degrees in International Relations and Psychology from James Madison College at Michigan State University.
