The Path to Inclusive Development: Assessing the First Two Years of USAID's Gender Equality and Female Empowerment Policy

Over the last two years, the U.S. Agency for International Development (USAID) has undergone a significant institutional change with the creation and implementation of its Gender Equality and Female Empowerment Policy (gender policy).

In this paper, Women Thrive looks at the reality of gender integration across USAID, and specifically within Feed the Future, using five qualitative indicators to assess implementation.

These indicators gauge elements of how an institution must translate a broad reaching policy on paper into tangible results on the ground. They offer a comprehensive understanding of the successes and road blocks for incorporating the gender policy into the agency’s “DNA” to shift gender norms and resulting project outcomes.
